One graphene layer loaded with periodic dielectric grating covers above one layer of periodic GNRs with crossed grating and ribbon directions. The upper graphene grating layer is designed with grating width Wd, height h, and transverse period Pd, while the lower graphene nanoribbons have ribbon width Wr and period Pr. The distance between the two graphene layers is d, which is assumed to be filled by a conductive Si or SiO2 spacer with refractive index n3. The refractive indices of and over the dielectric gratings and bellow the GNRs are labeled as n1, n0, and n2, respectively. A linearly polarized plane wave with wave number β0 and polarization angle θ with respect to the x-axis normally impinges the surface of the layered graphene system
